India's External Affairs Minister to Address UNGA Amid US Tariff Changes

External Affairs Minister S. Jaishankar will head the Indian delegation at the 81st session of the United Nations General Assembly (UNGA) in New York this week. His visit comes amid rising apprehensions regarding a new United States law that grants Washington enhanced powers to impose penalties on countries purchasing Russian energy resources.

As confirmed by the Ministry of External Affairs (MEA), Minister Jaishankar is expected to deliver a speech during the UNGA General Debate on September 26. In addition to his address, he plans to engage in a variety of bilateral and plurilateral discussions during his stay.

This visit is set against the backdrop of the signing of the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 by US President Donald Trump on September 18. This legislation enables the US president to impose tariffs of up to 100 per cent on significant importers of Russian oil and gas.

India has voiced concerns regarding the effects of this new law on its relationship with the United States. The country has reiterated its commitment to maintaining energy security for its population of 1.4 billion. According to the MEA, Indian officials have engaged in high-level discussions with their US counterparts concerning this matter in recent months.

Furthermore, New Delhi has expressed worries about the potential negative repercussions of any punitive measures on bilateral relations.

The context for Jaishankar's engagement at the UNGA is significant, as US President Donald Trump is scheduled to address the assembly on September 22. This will mark his second address to the UN during his current term.

The annual General Debate will occur from September 22 to 26, with an additional session planned for September 28, centring around the theme, "Restoring trust, managing transformation: A United Nations that delivers for all."

The 81st session of the UNGA involves representatives from 193 member states and is being presided over by Bangladesh's Foreign Minister, Khalilur Rahman, who was elected to the position in June. This gathering occurs amid ongoing geopolitical strains, including the US-Iran conflict and disturbances in the Strait of Hormuz, which heighten concerns regarding global energy supplies.

The events surrounding this strategic waterway have exacerbated pressures on global food and fuel markets, making energy security a critical issue for nations participating in the UNGA this year. Jaishankar's negotiations on the sidelines may provide a platform for addressing bilateral relations and global developments with US officials.
